Project description
The aim of the project is to develop a model for the joint funding regarding the use of German universities and other institutions of the Open Access platform arXiv, which has become an essential scientific communication tool.
arXiv, operated by the Cornell University Library, has revolutionised the academic exchange of information and has become indispensible as a fast communication medium for physics and associated specialised fields.
Since the beginning of 2010, the Cornell University Library has been attempting to internationalise the financing of arXiv and is planning the introduction of a new collaborative financing model from 2012-2013. In the transition period, the institutions with the highest number of downloads will be asked for voluntary financial contributions.
The KFP (Konferenz der Fachbereiche Physik – Conference of the Departments of Physics), the DPG (Deutsche Physikalische Gesellschaft – German Physical Society), the DMV (Deutsche Mathematikervereinigung – German Association of Mathematicians) and other specialised associations consider arXiv to be essential for their disciplines and support the project. German universities and other institutions are to be involved in the financing of arXiv within the framework of arXiv-DH. The TIB (Technische Informationsbibliothek - German National Library of Science and Technology), along with the MPG (Max-Planck-Gesellschaft) and the HGF (Helmholtz-Gemeinschaft Deutscher Forschungszentren) are part of the international Sustainability Advisory Group and act in an advisory capacity to not only develop a financing model, but also to convert the new model, introduced by the Cornell University Library, into one which would be viable for German institutions. In addition, sponsors will be sought and the setting-up of the funding body co-ordinated.
The German universities’ share in the use of the library during the interim period in 2010 has been jointly supported by the Helmholtz-Alliance "Physics at the Terascale" and TIB – in 2011 and 2012 the costs will be covered by the funding for the project provided by DFG (German Research Foundation).
